It was the beginning of the 20th century when decision was made to build a new avenue in town that would be called Aliados (allies). A new town hall was projected to stand at its end, on the top as a crown.
This urban project would change the city completely, making it the center of its government, having the headquarters of various banks and the town hall, all in the same place.
The building's architecture is full of decorative elements and details, two atlantians on each side of its entrance hold the building, twelve women can be seen at the last level and each one represents one of the virtues of a good town, on the last frieze are displayed all of town's coats of arms.
The structure ends with a tower that is one of the prettiest sightseeing spots in town and can be visited on the first sunday of each month, with previous booking, and from where the intervention made by Souto Moura and Siza Vieira on the avenue during the 21st century.
